registering boats in Kentucky

For your amusement:
First I went down to my local clerks office and they had me fill out the
registration papers and an application for title.
Second I get a letter from the state saying that I skipped a few steps
and that my registration wasn't valid. They said I couldn't register a
boat without a title and I can't get a title unless I have a hull number.
so I go to the Fayette Co. clerks office and they give me copy of the
procedure.
1. complete an affidavit of motor vehicles assembled from wrecked or
salvaged vehicles and notarized. With this has to be the original
receipts and a notarized statement of labor describing what I did to
build the boat.
2. water patrol inspection
3. application for title and registration and notarized.
4. All this just to pay yearly taxes based on the estimated value of
"motor vehicle" (in Kentucky you have to pay taxes on your vehicles every
year not including the registration fees).
