As a result of that last poll, Gregg set up another groups for those discussions that
really go far afield.

Those discussions are so unpredictable it's hard to know when or whether people will say,
"Let's meet over there." It is nice to talk over stuff with those you know. Anyway, it's
listed at the bottom of each message now as

In Kansas, if you lack receipts, you must write a description of the
process of building. Presumably, if you can describe building a
particular boat, you really did build it. It's probably true for most
cases.

I never have the receipts. I just asserted that all of the materials were
bought locally with sales tax attached. It's true, and they believed me.
Actually, I didn't pay sales tax on the plans . . . hmmmmm.

If I knew that I had to keep receipts, I probably would. I hope so. I am
terribly organized.
I can't speak to MA, but in CA there is a short, simple form call a
"Statement of Facts". Says, "I built this vessel on ____ from ____,
using____, which cost_____." (Or something along those lines). They
accecpt your word as truth, as long as you sign under threat of
perjury. I've always brought a pile of receipts and photos along,
they
have never been interested in the receipts, but they are always
curious about seeing the photos, - something different in their day?
I still remember the clerk, who when I said I wanted to register a
boat I built, responded, "You mean a boat you BOUGHT". Then when I
said "No, a boat I BUILT", he relpied, "You can't BUILD a boat". ----
Photos saved the day.....


That "Statement of Facts" form, plus a generic form call "Boat 101",
which asks for owner name and address etc., lenght of vessel, year
built (and some money) is all you need to get a Hull Identification
Number, State registration numbers, and title.

Starting last January, your trailer gets a "Permanent Trailer
Idendification" plate. $20, good for five years and no annual
stickers.

John, My county tax commissioner figured out I had several homebuilt
boats the year before last (I guess they are informed by DNR). They
sent me several longish forms to complete. They were nice enough to
pretype a lot of the information for me, Name, Address, etc. When I
got to the part where I was supposed to estimate the boat's value, I
saw that they had typed in my estimate for me "$0.00". I signed it,
turned it in, and haven't been bothered since.

laid back South.
Actually our state government is controlled by the Dems. We send the other
guys to Washington.

I pity the other guy, though. The urge to throttle the bureaucrat must have
been intense.

Aren't the taxes just collecting sales tax you avoided by buying stuff over
the internet?

Here in slightly more citizen friendly Georgia, all I had to do was fill out
a half page form and send a check for $36 for three years registration and
voila, I'm legal! I do wonder if my county government is going to figure it
out and charge me ad valorem taxes on it though.
